Try disabling split testing from the landing page settings area and re-applying. It may not like the way redirects are handled. If you disable redirects, you should still be able to use direct URLs to variations, but will have to create one campaign for each variaton.
My knowledge is limited when it comes to Google PPC campaigns.
If you can determine why the campaign is being rejected that may be helpful. We do use redirects to send users to the correct variation when split testing is enabled. 302 to be specific. Which is the correct code for the type of redirect.
Google may see the 302 redirect as deceptive, but it is not. How is Google’s support team? Maybe you could get manual approval?
