I am learning the use of the tool. If I understood correctly, In WordPress the new users receive a new id that increase in the time, for example 221, 222 and so on. If that is right, then when I define a rule I can say: all ID that be egual or greater than 222 (if 222 is the last WP user registered) then all the new users will follow this rule, for example add to this list.
My idea is easy. All the new WP users I want that be added to a list.
Your rule looks good. Except one thing. There may be no need to have the condition If User ID > 225.
Since the trigger fires on new uers only, then all new users will have an ID greater than 225 so the condition becomes redundant. The rule should work just as well for new users if there is no condition at all.
